What Is Best Way Of Getting Strong Without Losing Cardovascular Fitness?

I am 21, slim build, 5′10″ and about 160/170lbs. I do a lot of running (c.8 miles per night, lasting 1 hour) and consider myself of above average fitness.
I was hoping someone could advise me as to how I might seriously inprove upper body strength (particularly in my upper arms) without having to sacrifice my cardiovascular fitness- getting big/strong seems to mean that aerobic exercise of forgotten?
EG, big weight training is burnt off by the running, therefore negating one another- is there another option?
By the way, for reference I am concerned about my strength and health, NOT appearance…gaining mass/definition is secondary to getting strong.

Getting A Health Certificate From The Usda Or Ministry Of Agriculture?

My dog is coming with us on vacation to the US from Brazil. I know that we require documentation from the Ministry of Agriculture here in Brazil in order for him to clear customs in the US, and the same documentation from the USDA in order for Macho to clear customs in Brazil. What do I have to do, or what documentation do I need to bring/ have in order to get the certificate of health?

How Fast Can I Increase My Level Of Fitness Without Getting Injured?

I’ve always lived and loved fitness (running in particular), I completed a half marathon in may, and while training I got shin splints, which I am still trying to get over. I am gradually increasing my milage, and mainly running on grass (with each time I go, which I have limited to once every 3 days) a few more seconds on the pavement. I have started walking, and usually walk about 5 miles each day. However, I have noticed pain in my achilles tendon, and I also have a painful hamstring. I desparately want to increase my fitness but it seems I am plagued with injuries.. Has anyone got any advice on how slowly to take it? I would love to be able to run on the pavement for miles at a time several times a week..
oh, and I am joining the gym in late september as soon as I get back to uni.
